Dear Sir/Madam,
The Commissioner General of the Republic of Serbia for Horticultural Expo 2027 Yokohama hereby invites qualified and experienced companies to submit tenders for the provision of Turnkey Services for the Pavilion of the Republic of Serbia at Horticultural Expo 2027 Yokohama, Japan.
The Contracting Entity formally published its Notice of Planned Procurement (Prior Information Notice) on 26 April 2026. Because that advance notice contained all required technical parameters and was published at least 40 days (exactly 45 days) prior to today’s formal launch, the standard 40-day bidding period is legally reduced to a 12-day submission window. This accelerated timeline is essential to meet fixed international construction deadlines established by the Yokohama Expo Authority.
The procurement concerns the complete design development, project management, construction, fit-out, exhibition implementation, operations support, maintenance, and decommissioning of the Serbian Pavilion, including all associated works and services required for the successful participation of the Republic of Serbia at Horticultural Expo 2027 Yokohama.
The Serbian Pavilion will be realized as a Type A (self-built) pavilion located on Plot 5C, with a total plot area of 370 m². The pavilion concept shall reflect the Expo 2027 Yokohama theme, “Scenery of the Future for Happiness”, while incorporating the national presentation theme “Playful Serbia – Cultivating in Harmony for Prosperity” complementing the upcoming Belgrade Expo 2027 theme, “Play for Humanity”( https://expobelgrade2027.org).
Interested bidders are invited to submit comprehensive proposals that demonstrate their technical capabilities, international exhibition experience, design excellence, project delivery methodology, operational capacity, and compliance with all applicable regulations issued by the Yokohama Expo 2027 Authorities.
The successful bidder shall be responsible for the complete execution of the project, including but not limited to:
- Project management and coordination;
- Design development and permit management;
- Construction and fit-out works;
- Exhibition and visitor experience implementation;
- Audio-visual and multimedia systems;
- Landscaping and outdoor works;
- Operations and staffing support;
- Restaurant and souvenir shop management;
- Maintenance during the exhibition period; and
- Decommissioning and timely plot restitution following the closure of the Expo.
Tenderers must demonstrate substantial experience in the delivery of national pavilions, World Expos, Specialized Expos, or comparable international events and must satisfy all qualification requirements specified in the tender documentation.
The procurement shall be conducted in accordance with:
- The General Regulations and Special Regulations of Horticultural Expo 2027 Yokohama;
- The Code of Sustainable Procurement and Sustainability Guidelines;
- All technical requirements, manuals, and procedures issued by the Yokohama Expo 2027 Authorities; and
- Applicable laws and regulations of Japan.
All tender documentation and supporting evidence must be submitted in English language. Documents submitted in any other language may not be considered during the evaluation process.
Required Dossier Elements:
Submissions must include all qualification documents, corporate references, financial statements, architectural design renderings, Gant charts, conceptual sketches, visitor experience proposals, operational strategies, and itemized financial offers as described in Call for Tenders.
While companies prequalified and listed on the Yokohama Expo 2027 Official Participants Portal are encouraged to submit tenders, participation in this procedure is open to all qualified economic operators meeting the requirements set out in this Call for Tenders and Yokohama Horticultaral Expo 2027 documentation, thereby ensuring fair competition and non-discriminatory access to the procurement process.
Minimum validity period for the submitted bids:
Bids must remain valid for 60 days after the submission deadline.

22 June 2026 at 15:00h (Yokohama, Japan time)
Tender submissions must be timely delivered in electronic form to the following address: serbiahey27@minpolj.gov.rs and must include all required qualification documents, references, statements, design renderings, sketches, conceptual presentations, visitor experience proposals, operational plans, and financial offers as detailed in the tender documentation.
The complete tender dossier, including technical specifications, regulations, forms, and supporting documentation, forms an integral part of this invitation and should be carefully reviewed before submission.
The Commissioner General reserves the right to amend, suspend, cancel, accept, or reject any or all tenders, in whole or in part, at any stage of the procurement process, without incurring any liability toward participating bidders.

- Friday, 19 June 2026, at 10:00-11:00 CET
Interested bidders wishing to participate in either clarification session are requested to notify the Contracting Entity in advance by e-mail. The format of the meeting (online or in person) and any relevant access details will be communicated upon confirmation of attendance.
The above sessions are intended solely to facilitate clarification of the tender documentation. Any information, interpretations, or clarifications that may affect the preparation of tenders shall be communicated in writing and, where applicable, shared with all interested tenderers to ensure transparency and equal treatment.
